The fourth and final phase of the Building on Excellence program was the replacement of the cramped original library, providing enclosed and handicapped accessible links between all of the buildings, and renovating the decrepit climate control in the older buildings.

Originally a new building for a library/media center was planned, but escalating costs led to three rounds of failed bids and multiple redesigns. Finally a $3,088,000 bid was awarded to Gorman Construction of Bartlesville to remodel the 1939 auditorium and an adjoining classroom into a new library/media center while turning part of the old balcony into a conference room.

The contract also replaced the 1958 skybridge between the annex and stadium with a new two-story structure that was handicapped friendly, constructed an enclosed link from that area to the new fine arts center and field house, and remodeled and expanded the first floor restrooms in the 1939 main building. Britt Embry of Crafton, Tull, Sparks & Associates, Inc. of Tulsa was the lead architect.

The new library/media center has the capacity to seat two classes and features a dedicated technology area, office, workroom, and audiovisual storage. One of the auditorium's dressing rooms became an alumni room for school memorabilia. The replacement of the skybridge provided handicapped access to the classrooms in the 1954 stadium and 1958 annex. The connecting link finally provided an enclosed pathway between all of the campus buildings.

All remaining 2001 bond funds, collected interest, and donated monies were then put toward climate control renovations in the older buildings. A $3,037,000 bid was awarded to Shiloh Enterprises of Edmond to renovate the heating and air conditioning systems in the 1954 stadium, the 1958 annex, and the classroom areas of the 1939 main building.
